At the UN Leaders Meeting on Climate and the Just Transition in April 2025, then-Acting President and then-Prime Minister Han Duck-soo announced that the South Korean government is developing a “challenging yet achievable” 2035 National Greenhouse Gas (GHG) Emissions Reduction Target (Nationally Determined Contribution, NDC), to be submitted to the United Nations by September 2025. In his inaugural address in July 2025, Environment Minister Kim Sung-hwan emphasized the need for a “challenging yet reasonable” 2035 NDC target and the importance of building social consensus.

Industry associations representing the automotive and steel sectors appeared to not support greater ambition for the 2035 NDC target. The Korea Automobile & Mobility Association (KAMA) appeared to not support increased ambition for the 2035 NDC target in the transport sector, emphasizing concerns of achieving the 2030 NDC target. KAMA and the Korea Iron and Steel Association (KOSA) advocated for establishing a weaker 2035 NDC target to reflect transition difficulties in their sectors.

Cross-sector industry associations also appeared to not support the 2035 NDC target. The Federation of Korean Industries (FKI) and the Korea International Trade Association (KITA) stated the need for flexible policy adjustments that reflect industry conditions and appeared to support a weaker 2035 NDC target. However, at the same time, KITA appeared to support the 2035 NDC target, mentioning that “active efforts for the low-carbon transition of high-emission industries” are necessary for the 2035 NDC target, which is required to set higher targets than the 2030 NDC target.
